Veterans' Benefits and Discharge Upgrades

 

If you are a homeless or low-income veteran in Maryland who needs help with the following legal matters, HPRP offers legal assistance:

  • Service-connected disability benefits
  • Non-service connected pension
  • Discharge upgrades

 

HPRP conducts clinics at three locations in Maryland:

 

In Baltimore City:

VA Medical Center Annex

209 W. Fayette St., 2nd Floor

Intakes are offered on the first and third Wednesdays of the month from 1 p.m. to 3 p.m.  The clinic operates on a first-come, first-served walk-in basis.  Arriving at 1 p.m. is suggested. If you have documents related to your case, bring them. Types of documents include: any medical records (VA or private), past VA decisions on claims, and service personnel records (including DD-214). 

 

In Cecil County (and surrounding areas):

Perry Point

Intakes take place on the second Thursday of the month from 1 p.m. to 4 p.m.  The clinic operates by appointment only and walk-ins are not accepted. To make an appointment, call 410-685-6589.

 

In Montgomery County

VA Community Based Outpatient Center

Intakes are offered on the 4th Tuesday of the month from 12 p.m. to 3 p.m. beginning August 27, 2019.  The clinic operates on an appointment basis.  Please call 410-387-3126 to schedule an appointment.  If you have documents related to your case, bring them. Types of documents include: any medical records (VA or private), past VA decisions on claims, and service personnel records (including DD-214). 

 

In St. Mary's County (and surrounding areas):

Intakes are offered every fourth Thursday of the month from 1 p.m. to 4 p.m. The clinic operates by appointment only and walk-ins are not accepted. To make an appointment, call 410-685-6589, ext. 21
