Staff Attorney, One Baltimore For Jobs (1B4J) Community-Based Legal Services Project
The Homeless Persons Representation Project (HPRP) seeks to hire a full-time attorney to staff the One Baltimore for Jobs (1B4J) Community-Based Legal Services Project (“the 1B4J Project”). The 1B4J Project provides civil legal services to participants in 5 workforce development training programs in Baltimore City.
The Staff Attorney will establish community-based intake sites at the 5 workforce development sites, conduct civil legal needs assessments for participants, provide Know Your Rights workshops, provide legal representation in expungement and public benefits matters, coordinate referrals for other civil legal issues, and supervise a full-time paralegal.
- Establish regularly scheduled legal clinics at each of the five workforce development sites;
- Provide individual representation in public benefits cases;
- Provide individual representation in criminal record expungement cases;
- Engage in advocacy to improve public benefits systems;
- Supervise the 1B4J Project paralegal;
- Conduct Know Your Rights presentations on public benefits and expungement law;
- Coordinate Know Your Rights presentations by other HPRP staff on other areas of law;
- Work with Maryland Volunteer Lawyers Service to make and receive referrals of civil cases;
- Maintain information about case activity, presentations, and statistics in HPRP’s case management system;
- Assist with grant reporting.
- Prior experience with people living in poverty or experiencing homelessness;
- Minimum of 3 years up to a maximum of 4 years of attorney experience providing direct civil legal services;
- A judicial clerkship may be considered toward meeting the minimum experience required;
- Admitted to practice law in Maryland, or admitted in another state and willing and eligible to sit for the February 2018 Bar exam;
- Excellent written and oral skills;
- Ability to work independently and as part of a team.
- Knowledge of TANF, WIOA, SNAP, Medicaid, Maryland administrative law, and criminal record expungement preferred;
- Experience practicing at the Maryland Office of Administrative Hearings or in another administrative forum a preferred;
- At least 1 year of experience supervising law clerks, paralegals, or lawyers preferred;
- Fluency in Spanish is a plus.
Maximum pay $54,500 DOE with excellent benefits: Vacation (20 days), sick leave (10 days), personal days (3 days), holidays; medical, prescription, dental, vision, retirement plan with employer contribution subject to annual review, life insurance, and long-term disability insurance.
